Foreign residents, entrepreneurs setting up a local company, and anyone planning to operate formally in the country typically need a RUC. The right time to apply depends on your goal: some processes require the RUC right at the start, others only at the final stage.
Fiscal address: why it can't be just any address
The fiscal address is where the company or individual is formally domiciled before Paraguayan authorities. It needs to meet specific proof requirements and usually requires a contract or formal declaration, not just an informal address.
